Step

Turn on a multi-functional pressure cooker (such as Instant Pot) and select the Saute function. Add butter and stir until melted. Add onion and cook until translucent, about 5-7 minutes. Add garlic and cook until fragrant, about 1-2 minutes. Season generously with freshly ground black pepper.

Carefully pour in lemon juice; the pot will release steam. Add Marsala cooking wine and immediately turn the pot off to prevent scorching. Scrape the bottom of the pot with a spoon to loosen any browned bits. Add pasta, then just enough water to barely cover it.

Place a steamer basket on top of the pasta. Add frozen vegetables and season with salt and pepper. Close and lock the lid. Select high pressure according to the manufacturer's instructions; set the timer for 1 minute. Allow 10-15 minutes for pressure to build.

Release pressure using the natural-release method according to the manufacturer's instructions, for 2 minutes, then carefully release remaining pressure using the quick-release method. Unlock and remove the lid. Remove steamer basket and gently stir vegetables into the pasta. Serve immediately and enjoy the burst of fresh flavors!

For a richer flavor, consider using vegetable broth instead of water. You can also add a sprinkle of Parmesan cheese before serving for extra depth.
Fresh vegetables like asparagus tips, peas, or bell peppers can be used instead of frozen, adjust steaming time accordingly.
If you don't have Marsala wine, dry white wine can be substituted.
